This is StarFire from DC Comic's Teen Titans 2003 - 2006 animated show.
The skirt and top are made from purple spandex, the armor is made from silver vinyl. The Green gems were made with epoxy resin. To get a slight orange tint to my skin I used Mehron Paradise face paint in orange.
